Hybrid will be the useful niche , dont need drop bars to get the 700c 35 wide tire..

a race CX bike is about the racing... you are thinking of a Touring use.. touring bikes have places to mount pannier racks. as do cheaper bike with drop bars .. consider Trek's Cross Rip.
2 disc models and 1 cantilever-rim brake ..

Race bikes dont ... commuter choices is some where in between .. you feel a need to Hammer this Tow Path?
