In NYC, that's a bargain. Actually, that's a pretty good price in most areas. Ask if he lubed the bottom bracket and the hubs, then check them to see if they're clean (recently lubed hubs and BB will be cleaned from the servicing). If they've been lubed, that's a real plus. OK to offer less, but if it's really been fully serviced, that's not a bad price.
That bike looks to be mostly original from around 1983/84. I'm surprised it has the turkey wing brakes, but I guess that's how it came. Probably a chromoly frame, possibly double butted. Should be a nice ride.
