Well it sure isn't in use in San Diego now... These days the authorities just post this sign and the peds have to fend for themselves:


I have seen the full ped crossing phase in Carlsbad CA... and while it was odd to see, it sure made things nice for folks crossing. I grew up in Texas before Right on Red, and I remember how it was back then... when your light said WALK, it was safe to walk. These days, when it says WALK, it is merely a license to dodge bad drivers.
