There is may be a proper and safe way to bore the bars as the OP wishes, but if you're posting here then I don't recommend you try to work it out on your own or with internet advice. I could speculate on how it might be done with good result, but I'm not going to do that here, as proper skills and machine tools are a pre-requisite.
