If you are talking about completely replacing the FW, you certainly can do that, good opportunity to get a 7-speed in place of a 6 speed if your frame is already spaced 126mm and you want another gear.

If you are talking about replacing just the 17 cog with a cog from another FW, the perfect FW used threaded cog for 3rd positon, see chart;

Winner FW would use a threaded 17 cog in third postion that could interchange onto a perfect body. Beware however that most of the later suntour winner-pro went to using splined cogs for the middle 3 (of 7) cogs instead of threaded so are not useable on a perfect (threaded) body.
