The various stem lengths are for the deep "Aero" wheels out there, as Vic said above. You can either but the longer stems built on or the really deep ones have screw on extensions. If you don't have deep section rims the longer stem isn't needed.

+1 for solving the cause of the flats v. buying tubes over and over, and also about buying quality tubes to start with, I use Continental tubes exclusively and haven't had a blow out from a single one, very good life length for them. And, good rim tape is well worth the time it takes to install it.
