The idea the cyclists are "hogging" the lane certainly fits the motorists and traffic planners view of bicyclists - they should drive cars or get off the road, regardless of actual conditions. I find driver complaints seem to be caused by frustration and occasionally confusion, not any legal violation or problem caused in the least by bicyclists.
According to written (not enforced) law, it's only illegal to go that slowly in a MOTOR vehicle with the effect of impeding traffic, but limits to law are often ignored.
I've been pulled over twice going less than half the speed limit.
The first time was 10mph rush hour traffic, 25mph speed limit. I'd made this trip by car (10mph), motorcycle (10mph) and bicycle (10mph). I never saw any motorists pulled over for impeding traffic in rush hour, even though all of them were hogging the full lane and many kept me from riding at the speed limit.
Second time was a high speed road with minimal traffic. Shoulder was eliminated for about a mile to create an extra lane for traffic entering and leaving strip malls. I didn't think it was hard for 3 cars with 4 lanes northboung to pass 1 bicyclist (no other traffic), but motorists and LEO seemed to think it was illegal to bicycle to shopping centers on roads with no shoulders. (LEO was confused but let me go.)
Until the cars hogging the lane in front of me in rush hour get the %^&( out of my way, I have no sympathy for the motorists behind me telling me to get out of the F@#(% road. If my property taxes pay for 3 lanes so 2 cars can pass me, they should use the lanes and stop complaining.
