This looks like a Frame only build up to me, all the frames were the same in their line up with model numbers climbing up as the better components were added. We still have lots of NOS C-Dale frames hanging around our shop some with and without model #'s, the ones with model numbers had the parts removed & switched to a different frame for one reason or another ( fit or color choices).
