As Mayor Daly once commented (highly paraphrased) the money (graft) is in road projects. There's no glamor and not enough potential benefit (to politicians) in simple resurfacing contracts. Big boondoggles are where the action is, so expect these to be prioritized, even in times of very tight budgets.
