SANDAG is a corrupt and inefficient organization that throws money at projects of questionable value that often benefit vaious patrons, at the expence of cyclists. Traffic circles, like the half million dollar boondoggle planned for the Coast Highway at the Carlsbad/Ocenaside city boundary is one such. Stop signs would work as well, and that money could be used for a project that actually benefits cyclists, Like resufacing sone of the more torn up sections of bike lane around the county.
As Mayor Daly once commented (highly paraphrased) the money (graft) is in road projects. There's no glamor and not enough potential benefit (to politicians) in simple resurfacing contracts. Big boondoggles are where the action is, so expect these to be prioritized, even in times of very tight budgets.
