Hard to tell for sure but it really looks like that piece is threaded on. Try wedging a screwdriver in the flat and turning the spindle by hand from the crank end. If you have a vise, clamp the screwdriver in it to give a little more leverage. That looks like it may need a little penetrating oil to free up the threads if it's stuck.
