I think it easy to dismiss the cost however with the environmental impact reports,traffic studies,engineering,biding process,prevailing wages and general government ****lygook this stuff costs money, allot of money. I will stand by my claim of large capital expenditure as my unsubstantiated guess is that it was more than one million dollars

I was unaware of the Carlsbad/Oceanside plan.

I have heard rumors of a group that wants a tunnel under Black Mountain Rd. so cyclist do not have to cross it on the bike path. I would agree it is a bad spot and requires vigilance when crossing but a tunnel seems a bit much

+1 on resurfacing many local roads are in poor shape and need help and not just the bike lanes. I think it amazing that they shut down the whole lane but always tear up the bike lane.
OK couple of things... first regarding the roundabouts in Carlsbad area... I don't know the whole plan but I believe that if it is anything like what was done to La Jolla Blvd in and around the Bird Rock area http://goo.gl/maps/wxzWx it will be a vast improvement.

As far as the tunnel under Black Mountain Road... I was at the community meeting where the MOTORISTS voted FOR that situation... the local community was told that there is a stop light phase for cyclists using the 56 bike lane... and the motorist community of that area decided that that couple of minutes delay, per occasional cyclist, in the evening traffic commute, was just too much for them to handle, so the community MOTORISTS opted to vote for developer funding to make a below grade crossing for the bike path in that area. The motorists considered any delay just too much. This also was the community meeting where comments were made praising the bike path as "ideal for the kiddos." The kiddos comment reflects the general feeling of motorists toward bike riders. BTW there were several 40-50 year old bike riding "kiddos" in attendance.

Last, look at all the funding leading to the work being done right now for a car pool exclusive lane on 805... no doubt millions and millions are being laid out for such facilities, while pennies go to "improve" cycling facilities anywhere in the area.
