Genec, you are reminding me of a comment a local traffic planner made to me recently. He has never-ending, and mostly losing, fights with the traffic engineers regarding "service levels" (car numbers) and traffic control device modifications. He can't plan changes to the infrastructure to benefit cyclists and pedestrians until there are enough of them to warrant the changes. But, as you know, the infrastructure encourages everyone to stay in their cars. He said, "We don't wait until people are swimming across the river to build a bridge."
