I use
Endura's Road Overshoe booties in the wet. They're the only ones I've ever tried that actually keep my shoes dry. They're warm enough too, to get me to around freezing.
In the winter, I use
Lake's Winter Cycling Boots. Best $275 I ever spent.
SPD all 365 for me.
