At some point the world switched from 27" to 700mm for road bike tires. We were attempting to guess which tire size your bike had.
As to width. 1 1/2" is 38mm. 1 1/4" is 32mm. and 1 3/8" is 35mm. 32 is a pretty good width, both of my CX bikes ride on 32mm touring tires.
You may also be limited to what is available for 27" tires.
