Not sure where the weight is, but would not expect a Alu framed late 00's bike to weigh in at 35lbs with the kit you have listed. Rock Shox Darts are't excessively heavy, although replacing them with lighter ones will make a difference, the tires you have listed shouldn't be too heavy.

From your description, it sounds more like a 2009 model rather than 2008, http://www.bikepedia.com/quickbike/B...e#.UisRYDZOPGA that's not entry level, but way above it, are you scales correct, have you fitted lots of accessories, replaced the stock saddle with a comfort one? as the weight just seem too high for the spec, would expect it to come in more at the 30lbs mark than 35.
I took off the saddle bag, clocks in now at 34 everything else is stock. As far budget, a decent new would probably run me $1k plus or minus? So a couple hundred I would consider reasonable to get even more enjoyment out of it.
