I would first check if the threads for the faceplate are in good condition before going out and getting those parts considering it's not a normal occurrence that a thomson stem would be missing all cannibalizable pieces.
Losing the non-attached steerer barrel shaped shim for an elite is understandable but everything being missing raises eyebrows.
