The cottered crankset, centerpull brakes and cheap non aero levers mark this as a mid-range bike from the 70's. it looks like it has forged drop outs though, so the frame is probably better quality steel than gas pipe.
as to the brand, I can only guess. Maybe Andre Bertin?
