Seriously: look over the NH statutes I posted and make a list of which ones that group of cyclists broke, including one which a cyclist admitted to in front of a cop and on camera.
Because of the various laws broken, that chief wouldn't even have to be creative about it, wouldn't even have to bend the law to make it apply.
What's not understandable in this case is the Chief not citing the cyclists for all the various laws they were breaking. If there's any fault, it's that the Chief is ignorant of the laws those cyclists were breaking.
Or he was simply cutting them some slack by not charging each and every one of them with a rasher of offenses they very much deserved.
Cops are not in the wrong on this one, or at least not as much in the wrong as this group of cyclists.
