Three piece head construction and the wreath pantograph on the head lugs and the simple slot opening at the bottom of the BB, plus absence of a plastic BB cable guide say it's definitely an Alan frame. I suspect the PO had painted over the frame tubes to repair scratches on the original anodized finish The details on the dropouts and the seat cluster seem to indicate that it's an earlier 80's release. Dating and figuring out what model Alan bikes are can be very confusing though, as the maker seems to have mixed and matched different details on their bikes through the years, sometimes carrying over older designs in parts of newer bikes. Every time I encounter yet another period catalogue from Alan out there, there always seem to be a bunch of models in them that I've never seen before with said mixed and carried over details from previous model years.
You can easily de-Frenchify that bike by buying and installing one of the many Alan frame decal sets one can find at eBay.... The better/more complete ones cost around 40-50 bucks a set though.
