The Shimano Light Action SIS derailleurs were Shimano's least expensive index derailleurs at the time and manufacturers sometimes comprised other features on the bicycles to able to include these derailleurs. However you have CrMo tubing (at least in the main triangle), aluminum rims and a nice crankset. It's entry level, but a decent one, and cost about $250.00 US.
