Many finance offers are not available in NY, largely because of our history of litigious Attorney Generals. Also sweepstakes that are national often exclude NY. The NY Attorney General's office has a history of specifically going after predatory lenders.
A lot of lenders also wouldn't lease cars in NY for quite some time due to a law that would allow liability lawsuits against the lessor, not only the lessee, in the case of a crash. NY is always a special case.
