28" and 700c both refer to wheel size and are equivalent in this case.

It's pretty much a hybrid, I wouldn't call it a road bike, or even a flatbar road bike.

It's really not made for a specific inseam, it's one size fits all. It might be a tad on the small side for you, but if you're comfy then go for it.

If that's a cycling inseam I'd probably get a 56-58cm or so.
