I thought I had strong legs because I was strong on the bike. PT quickly made me realize that there was more work to be done.
Try some one legged squats and you will quickly see how unbalanced and weak most of us really are.
I would balance on bike strength training like weighted hill repeats, heavy gear grinding and seated starts, etc...and add in some off the bike strength training like leg presses, split squats, walking lunges, etc...a mix of this with a bit of bike leaning bias will make you stronger and give you quicker/more performance improvement as a cyclist.
Most people, especially office workers, have serious serious weaknesses in their system that they don't realize. Try doing 10-15 reps of the "clam" exercise for your glutes to see just how bad it can be.
