Most bikes don't need new tubes, WD40 can fix valves.
Most cables can be cleaned up nicely, oiled and reused.
Nice retaping is not cheap, but basic electrical tape is, lots
of colours and it will do a decent job over existing tape.
1" wide double sided foam tape is also cheap, to go under.

As suggested very cheap "wrecks" can be a very effective
source of very cheap spare parts, especially if "wrecked"
due to to little use, no maintenance and left outside.
You do not know what you are talking about . Using WD-40 to fix a valve , come on now or a bike only come with one good tire . It a matter of time ,money and love one put into a bike to make it road worthy again .
