Whatever, fixing stuck valves is not dousing the inner tubes with WD40.

In nine months I've had no punctures and one stuck valve, it just went
down trying to pump it up. In nine months I've come across cyclists in
need of help and the most frustrated was a guy who's spare innertube
had a stuck valve, it just wouldn't pump up, my pump or a garage pump.
His pump which he broke trying to pump it up and his riding partner
berating himself for not also having a pump had a torrid few hours.

Returning bikes to usable is not trying to slag off any parsimonious
suggestions, I'd say the fundamental mechanics are more important.
