I'm betting that the OP has another problem that I see FREQUENTLY on cheap kids bikes. A loose bottom bracket.

Does the crankarm wobble at ALL when you grab the arm and try to shake it? There should be zero play at all. If there is any play, that will cause a false reading when you try to tighten up the chain.

I mean the out of round issue is there but usually it really isn't a big deal.
