Yes, SS chains need to have some vestigial slack at the tightest position. The OP feels that there's excessive slack possibly due to chainring eccentricity.

The slack does vary because these rings typically are slightly eccentric, but I suspect the OP is unclear about how much variation is considered normal and acceptable.
