Your rack has a bracket for a rear lamp. This could be used as one attachment point to your extra struts. You need wire thicker than coat-hanger. Spare SKS struts may be sstiff enough. You can run them down to the lower eyelet with a dogleg bend.

Mudguards would be swayed side-to-side by the attached pannier strut.
