You are absolutely correct but they all work together as a balance. You shouldn't have to slam the seat back to get your correct k.o.p. and you shouldn't have to have a crazy long or short stem or lots or little spacers to be in a correct position. IMO each change you make changes the handling of the bike. Can you make any size bike "fit"? YES. Should you? NO.
