Loved my 2007 Fuji Tourer!
The Windsor and it are clones.
Several thousand miles on it.
Wheels were an issue. But I think that's one place they are different. But just in case check the front dust caps...

But I'm WAY over it's weight limit so now on an Disc LHT.

If you have parts you could consider the Nashbar aluminum touring frame and build it up yourself.
