I think doing what most bike clubs do makes sense:

Post longer faster rides and shorter slower ones. Suggest new members start with one of the slower rides. If you have a non-drop policy (which would make sense), then if somebody makes a mistake and picks a ride that's too hard, then it will slow the ride down, but that happens.
