The majority here, as well, are on BSO's. $90 Huffy cruisers, which they (mostly retirees) ride against traffic or on the sidewalk (legal here) at about 6-7mph. Some ride full-suspension Mongooses, with one brake or the other disconnected due to a warped rim. TOO MANY roll about half the air pressure they should.
I can about guarantee a teenager's bike (or a "tween's") will have the fork spun a full 360dg's to take up the "slack" in brake cable housing, and thus ride like shiitake.
Helmets? You'll see them on heads that hover above the expensive bikes, or on the "genteel" retiree.
This school year, I've seen a high schooler roll by my kids and me every morning, on a Walgoose, pedaling too small a gear and bobbing all over the place. Goes about 6mph. My nephew chuckled at him this morning, noticing the same things -- I told him that's not my kid, he's on his own. Nobody I've EVER said anything to on the ride has done anything but loudly blow me off.
Funniest thing I ever saw: a neighbor down the street, who "inherited" my daughter's old bike and rattle-canned it for his boy, was escorting his boy around the (1-mile circumference) block on that bike. The boy had a helmet on...backwards. I was chewing the inside of my mouth to keep from laughing.
