Since there apparently rules against things such as saddle bags, where do I put everything? I get the whole jersey thing, but my phone, flat repair kit, tube, wallet. All that cant be comfortable rubbing on my back. Plus open pockets for my wallet and phone just dont feel right.

I use one my bottle cage for a storage bottle which I can store a spare tube, levers, co2 or small pump, and a multi-tool. I carry phone/wallet/food in the jersey pockets. The only downside is you can't carry two large bottles of water for those long, rural unsupported rides.
