Bikes: 1978 Peugeot UO8, Uknown year Motobecane Touring, Custom fixie

I just acquired a unidentified year Grand Touring frame that I'm in the process of renovating; the only number I have so far is off the dropouts: 62016; however; hand etched under the BB is reads CX46960. It also has the headbadge shown in pic. Also has Stronglight headset & crankset







Please help me identify.
