My GF lives in Houston (near Rice) and she told me that recently its quite popular to steal bicycles off bike racks on cars in traffic. So make sure to lock your bike to the bike rack when transporting.

Texas, along with other states where this madness exists, need to address the popularity of such crimes and make it very unpopular.
