I don't know what terms you have with FedEx and EMS, but it does not seem reasonable for the two packages (one with 24 spokes and worth $67, the other with 32 spokes and worth $91) to be shipped so differently. Fedex gets the stuff from your office to my door in 36 to 48 hours. EMS/USPS takes 36 hours just to clear customs.
The issue is the "advancement fees' and duties that FedEx orders over a certain value trigger. If we send orders above a certain value via FedEx these extra fees end up being more than the cost of the original shipping and can sometimes be greater than the value of the entire order. I am not exaggerating here.

Since we eat these charges (our choice) I'm sure you can see why we aren't keen on incurring them. It took us several thousand US dollars in such charges to tweak things to the point we are now and I mean that literally. At one point more than 25% of all our shipments worldwide were being subjected to these fees. It was a nightmare. We wanted to get orders to our customers as quickly as possible but we were taking a bath on the shipping charges.

As it is now, very often what we charge our customers for shipping is less than what it actually costs us. Shipping a box of spokes and nipples half way around the world in 36 hours or even 7 days cost us more than $10.00US. We eat the difference. We do it in the name of service and in the hopes generating return customers.

As to things sitting in customs, there is nothing we, or anyone can do about that. It does happen on occasion. The fact that you can still track the order means it isn't being held up by customs, If it was the tracking number would have disappeared from the grid and only to reappear once the order had cleared.
