Yeah that's pretty hilly and I could see that slowing you down a bit. Speed doesn't really matter that much to me though, so wouldn't change my plan of riding z2 if I needed to ride z2. The problem with blasting up the climbs is that it can add a lot of additional fatigue to what you might think is a z2 or endurance ride. Depending on your training that can add up and prevent gains longer down the road.
My area is more legit rollers, where it's super hilly, but what comes up must come down kinda thing so it keeps my speed up. Here's a ride from last Sunday (71% in z2 power):
