I await the day that a Strava for cars website is created where drivers are congratulated for having the best time on public streets and emails are sent out to previous KOM drivers that have been bettered by another member coaxing them to try & take over the winning title. I assume that Strava supporters would have no problem with cars operating under the same premise that cyclists are. After all, Strava wouldn't be forcing these drivers to engage in illegal behavior.
This already happens in the motorcycle world. Where we used to live was a pass with lots of technical corners. The riders now post videos on YouTube of their rides, including time and speedo. They are, of course, too dumb to realise the police have access to YouTube, too, and can nab them quite easily.
