As a Road bike I would agree. As a commuter with a mattress saddle and upright bars if it feels cramped between the saddle and the bars and the seat is not all the way back then yes, too small. If it feels comfortable then I would place it at the minimum size roughly by your height. I would leave it completely as a grocery getter, if you entertained any thoughts of making it a Road Bike again, pass.
