Doesn't matter. Unless the BB shell was welded on cattywompus...or if drop out alignment is off which can be checked...there isn't anything mentioned that can't be resolved. As to removing the braze-on and plate...the plate can be removed if need be for clearance to a clamp style FD if you are unsuccessful getting the braze on FD to work. A clamp style FD gives you more options because you can rotate it 1-2 degrees in either direction to compensate for a difficult chain line.
Honestly, getting this bike to shift properly is not that difficult.
