E-framebank sells all kinds of frames (i.e. with/without dents, with/without rust, with/without scratches etc.) but they clearly state the condition of the frame and it's faults, if there are any, on the website. Plus their photos are clear and they zoom in on any faults that the frame may have so the consumer won't feel cheated. They sometimes sell brand new frames on the site but they are usually the most expensive and the fastest to sell out. I bought a Giro frame from them because it had no top tube dents or rust of any kind...A near perfect frame. It looked better in person than in the photos.
