One of the best signature quotes on BF, in my book, was ChrisL's which said something like: Every road is a bike path.

It stands as true as ever.

In development of Hobart's Intercity Cycleway, the intention was, as it grew, to make it a spine on to which the feeder "bones" were attached. However, the feeder "bones" didn't need to be paths or routes on their own, but rather made use of currently infrastructure -- that is, roads -- to achieve that intention. It's not perfect, but it works quite well for those who use it.

A similar thing is starting to happen to the south of the CDB, where bike lanes are to be installed along the main arterial into town. On the Eastern Shore, there are still some significant issues to overcome for some suburbs, but others have quite good access to the foreshore path network and thence on to the Tasman Bridge.
