I would carefully clean it, the paint is stressed, the parts wil clean up to a good standard but never be showroom, place new graphics on it and they will not be in harmony with the rest. It is an old soldier, a functional one but this is not the bike to do a full bore restoration on. Think, conservation and arresting further decay. And get some better handlebar tape, how about red cloth?
