I am looking for a lightweight base layer for mild winter weather (in the 40's or maybe high 30's). Something to go under a jersey.

Are there any that help block the cold of the wind through my jersey? Sometimes a shell makes me too hot, but too much wind gets through my jersey. Sometimes I will have arm warmers and a vest, but wind still gets in between where the arm warmers cover and the vest. So potentially a short-sleeve base layer would work for these conditions too.

Appreciate any suggestions, as I am new to biking in cool weather.
