Reynolds 501 is excellent, but, the bike you're interested in is over priced. I don't know by how much. It appears to be around a 1985, so I wouldn't offer more than $200 for it, especially considering that it will need a lot of work: regreasing of bottom bracket, wheels, headset and cleaning of the components as well as possibly replacing the tires.
