I've seen them tapering off at 40psi, not to say about them being intended for Schrader valves and some requiring a fee. Personally, I try to ride over areas away from gas stations but I can imagine that some may have no choice.

Now in China some bike parkings can have roofs and compressors for pumping up tires and even some basic tools chained around the compressor. Certainly a guard at an entrance to the company grounds in China (Japan too) would have a basic floor pump. On our US school campus they apparently plan to install compressors for pumping up bike tires, as well.
