Could be CX, is the BB higher than usual? The mudguard-eyes are not in favor of it being a CX, but more a randonneur. Though old handbuilds could have multi-purpose properties, cause back in the day people were not hooked on N+1 in the way some are these days. The hole in the stem points to 70's CX racing as do the chainguards on the crank. I've seen Superia cross bikes with similar forkcrowns, check it out:

in those days, cross racing was still very popular in Switzerland and France and also a little in Italy and the Basque Country. And of course, needless to say, in Belgium. So it could be from any of those countries, checking the threading could help though. Also size of stem and seatpost insert are helpful.
In any ways it's a cool find and I personally have a feel for old steel CX with a sense of history. Maybe a nice project for a good clean up/repaint? Im still in the middle of repainting mine on a low budget, though some of the parts have gone on my Gazelle CX
