Looks like it was only used one season or maybe less and then put away for many years in a garage.
Great find! It should clean up really well!
Make sure you check the tires and tubes for dry rot, as they could be the originals.
An overall clean and lubrication job on all the bearings is also a must for a time capsule bike like that.....
