I think this line of thinking comes from the fact that a 30 or 40 year old brakeset that has never been disassembled, cleaned and relubricated, will suck, compared to a brand new set of brakes. One of my winter jobs is to disassemble a set, and rebuild them. They are on the Raleigh, and although it sees winter trainer use, it doesn't need working brakes for that.
