This concept hasn't been wildly popular because it's likely to be revenue neutral or even an loss with all the infrastructure needed to collect the fees. Great idea to pay for what you use, but only if the collecting agencies can actually do something with it.
This is a problem with ALL taxes and especially lotteries. When I lived in California and now Indiana the promise of the lottery system was that it would be a financial boom for schools...both California and Indiana schools struggle financially yet huge lottery payouts continue. So I understand the money actually getting used for the purpose intended, but that's been going on for more years than I can count.
