This is a problem with ALL taxes and especially lotteries. When I lived in California and now Indiana the promise of the lottery system was that it would be a financial boom for schools...both California and Indiana schools struggle financially yet huge lottery payouts continue. So I understand the money actually getting used for the purpose intended, but that's been going on for more years than I can count.
